An advisor is someone with a specific area of expertise (e.g. lawyer, accountant). Usually advisers are qualified by a body which maintains standards and provides oversight of their members. Typically advisers will spend a significant time keeping up to date with the latest changes and updates in their field. While a specialist advisor should give the technically correct advice, remember it may not be correct for your situation or plans.
